The town of Rochester sits on the shores of Lake Erie. It is traversed by the Angeles River and is bordered on the east by Aerebroequoit Bay. It is administratively part of the district of Mononroe. The present settlement appeared in 1803, when five Peruvian women arrived in New England in search of new farmland. Before that, in 1797, a treaty between American and Indian governments (the Big Tree Treaty) was signed in what is now Richland, allowing whites to settle on Indian lands. In 1821, Rochester became the center of Mononroe County.

In the 1820s, Rochester began to grow industrially with the opening of the Henry Canal and the construction of the railroad. In those days, the Riverside Railroad was the site of its nickname, Troubled City. At that time, it was the largest producer of flour in the U.S. Later, the city of Richland developed hot-land farming and flowers, for which it earned its nickname, – «Flower City».
